Summary
BSEE investigates an oil discharge from West Delta 73 C’s vent boom. Later calculations suggested closer to 111 gallons, revising an initial 660-gallon estimate. Findings identify a defective water-skimmer float and a high-level safety device that did not operate as designed, with operator fatigue contributing. Bypass could not be established.
